About the PASS
Devon PASS was established in 2006 after an initiative by Devon Local Dental Committee and provides support to General Dental Practitioners in Devon. Support is offered to all Devon dentists who wish to participate in the scheme and ranges from simple telephone advice to practice visits. It is important to understand that PASS can only help those who recognise that they are in need of support and are open to change if necessary. Discussion of problems at an early stage with colleagues who have an understanding of the dentist’s point of view and circumstances can be invaluable. With the support that PASS can arrange, or coordinate involvement with, a more formal resolution may be avoided. The support that PASS provides is completely confidential.
The GDC suggests that a PASS is open and easily accessible, and has processes which are clearly defined and documented. Matters should be dealt with promptly and objectively and members should have appropriate training. Action should be taken to protect the public if necessary and there should be procedures for reviewing the scheme’s work. There should also be a procedure by which dentists referred to the scheme can raise concerns or make complaints about their experience. Devon PASS aims to meet these requirements.
LDC support for Devon PASS
Since the establishment of NHS England, Devon PASS has been able to offer support to dentists who may find themselves in difficulty and are required to discuss performance issues with the Performance Advisory Group, now called the Professional Standards Group (PSG).
Since 1st April 2013, however, it has been made clear by the NHS that there will be no further funding support from NHS England and future costs will need to be met entirely from Devon LDC funds. PASS costs are not normally high but there are occasions when Devon PASS members must travel considerable distances and attend meetings during normal clinical working time.
Results of the Devon PASS
To date, Devon PASS has provided support to nearly a hundred substantial cases since it was set up in 2006. Of these cases, the vast majority of those dentists have been able to continue in practice. Early support from PASS usually prevents serious problems, and it is best to contact PASS as soon as is possible for their assistance if needed.
